Open Letter to Stakeholders
To whom it may concern,
In Missouri it is legal, proper, and prudent for governmental entities to conduct business through written agreements. Current state law (190.098) states "Any ambulance service shall enter into a written contract with another ambulance service provider to provide community paramedic services in their ambulance service area". The Missouri Ambulance Service Alliance fully supports this state law and officially opposes any effort to diminish it.
At the core of this law is the preservation of local autonomy and control for those who are directly accountable to taxpayers. Removing the right to an MOU would strip public ambulance providers from any control of the quality of patient care, including community paramedic services, provided to their citizens and would remove any leverage that they would have to negotiate fair contracts for services (with hospitals, health clinics, insurance companies, or other service providers); furthermore removing the right to an MOU would be a direct subversion of the local authority of publicly elected boards, and by proxy, their citizens.
Missouri's Ambulance Districts and County and Fire-Based EMS providers deserve to have their rights, freedoms, and jurisdictional boundaries upheld and respected.
